"...price is subject to EX-Works..."

I need to translate the following sentence:
The price shall be XXX per a smart card (Russian VAT inclusive), subject to EX-Works, Moscow, the Supplier’s warehouse (Incoterms 2000).
But I have no idea what stands behind "price subject to EX-Works".
Please, explain it in English.

You only explain what ex-works is. But I do not understand the whole frase. In which way does the price depend?

The quoted price only applies if the goods are suppled ex-works.

If they have to order something specially, then they will charge a different price (no doubt a higher one).
