"Over" in The Simple Past and The Perfect Tenses

Over the last weeks, I have seen many movies.

Over the last week, I saw many movies.

Do we have to use "The Simple past Tense" after the time phrase if the time expression is not pluralized as in "over the last week"

I don't see anything wrong in saying "Over the last week, I have seen many movies", as the week is not finished yet. Is it wrong?
