"one person at a time"?

Hello all:

Today I read an old article from VOA. The title is " Bush Thanks Pakistan for arresting Bin al Shibh"

Bush said:"He thought he could hide.He thought he could still threaten . But he forgot the greatest nation on the face of the earth is after them, one person at a time"

I don't know the meaning of "one person at a time" Could you help me?
