"one of the better ..."

I was hoping someone can help me with the phrase "one of the better". An example would be Donovan McNabb is one the better quarterbacks in the NFL. This is often heard in commentary. I understand that better is a comparative between two things, but saying "one of the best", isn't the message that is trying to be conveyed. They are trying to say this quarterback is better than the average quarterback. What is correct.

You have:
Good quarterbacks
Better quarterbacks
Best quarterbacks.
