"On the desk" Adverb or Adjective

1. Who is on the desk?

2. The one on the desk is mine.

Is the phrase "on the desk" is an adverbial phrase or adjectival phrase in the above mentioned sentences?

I think in the first one, it's adverbial while adjectival in the second. But i am not sure about it.
