"not able to keep promise"

Hi, everyone:-)

How to use an adjective to denote someone that "someone is always not able to keep his promise"?

BTW: It always happens that I fail to find a proper word, although I knew it if I read it, I cannot come up with the word.

I think "unaccountable" is ok too.

no, that would mean that there was no need for them to answer to any one else in the first place, so is not quite the same thing. If you are unaccountable then you can behave as you wish and that's ok. You need a word that means someone who behaves as they wish and it is not ok.
