"Why the" shall it be. I think the sentences should be or can be like this:

What day is Sports Day?

There are vases in some pictures.

In how many pictures are there vases?

Please arrange the questions in piles of similar difficulty levels. (level is a countable noun. No?)

Yes, level is countable, but within each pile is only one difficultly level. Although in that sentence, you could probably omit the word level altogether.

It may very well be one. I wouldn't know, I have never heard the term 'fragmented sentence' and I don't have the vaguest idea what it means.
