"Located on" and "located at"

What's the difference between "located on" and "located at"?

I suggest you look more at 'in' and 'at'. Here are a few examples.

My home is located at 25 Orchard Street (because it's a precise location)

My home is located in Tokyo. (Because my home is part of a larger whole)

is located on the former Custis estate does sound correct and normal. It sounds like it could be on top of the whole former estate, which is not there any more because it is said to be 'former'.
