"lead to" + infinitive w/o to vs gerund

Hi there
is "lead to " similar to "look forward to" and we should use gerund after it or the right way is to use infinitive without to?
these compounds with to (e.g lead to, look forward to,...) are confusing is there any rule?
would you please give me some other one similar to look forward to that need gerund afterward?
