"known to" or "known by"...

I'm an Assitant Language Teacher in Japan. The Japanese textbook teaches that you should always use "known to" in this way: The singer is known to most Japanese people.

I told the Japanese teacher that it should be: The singer is known by most Japanese people. But, he referred to the textbook and was dismayed that I actually use "by." So, which is correct?
