No, I think you are getting a little confused here. The addition of 'time' after 'in X years/days/weeks/months/hours' etc means that something happens at the end of that period.

In your examples

1. For this meaning it should not include the word time

2 - This means that she is not collecting stamps now. She is waiting for ten years and will then start to collect stamps.
