"I'm fine thank you" vs "Thank you, I am fine"

is it right to answer greetings with "thank you, i am fine" instead of "I am fine, thank you"?

If someone says 'Hello', don't answer this way. But if they say 'Hello, how are you?', then it's OK.

#2 is better, because it gives the answer to the question first.
