"if" in tellling stories

plse could you tell me how to distinguish between the real and unreal case in narrtion, since the auther always uses the past tense ,and past tense in conditional sentences always mean unreal condition. for example ,I read : He needed a palce to setlte in. if he had money he would buy that hoUse.

is that exaple was this real case: he needs apalce . if he has money , he will buy that house .

but fsince its telling a stoty it is expressed in past tense?

or

it was an unreal condition in itself : he needs a plce. if he had money he would buy that house
