"He WOULD be away!"

Tintin visits Mr. Sakharine.
Butler: "Mr. Sakharine? He's gone away."
Tintin: "He would be away! That doesn't make things easier."
I don't understand why "would" is used there instead of "is." Could you tell me the reason?
