Does this phrase "he met him over a drink" mean that he met him accidentally?

Yes. "They met over drinks" implies a casual meeting at a bar, restaurant or café. I've never realized what a strange phrase that is, but I use it all the time.

To Ed Womack: it's not so strange. Imagine two people sittng at a table with glasses of beer between them. They look at each other and speak over the drink.
