Possibly the writer was thinking of something like

You have very good printing. But learning cursive is important when you get to about 4th grade.

'Get to' here means 'reach'.

use join

Sorry, Anon, I can't agree with you. One doesn't "join" fourth grade like it's a club. Please see Clive's response. I believe this is the correct re-write. There may be other ways to say it (Like simply "once you are in fourth grade"), but "join" is not one of them.
