Quotes (I'm now addicted!)

May I alternate between starting a quote w/single or double quotes? Are these OK?

The teacher asked, "Who said, 'Give me liberty or give me death'?"

The teacher asked, 'Who said, "Give me liberty or give me death"?'

Mrs. Smith asked, "Did Mr. Henry actually ask, 'Who wrote, "To be or not to be, that is the question"?' "

Mrs. Smith asked, 'Did Mr. Henry actually ask, "Who wrote, 'To be or not to be, that is the question'?" '

And I'm seeing two trains of thought w/interrupted quotes per British style.

I see the comma OUTSIDE the quotes ("I will not be attending", ....) and I also see the comma INSIDE the quotes ("I will not be attending," ....) -- per British punctuation -- on some sites that I've Googled. Which is correct -- # 1 or #2 below?

1. "I will not be attending," Mike said, "for the simple reason that Sue is going to be there."
2. "I will not be attending", Mike said, "for the simple reason that Sue is going to be there."
