Quoted the mayor as saying

The newspaper quoted the mayor as saying that he would run for a second term.

Hi,
Is it right to understand the stand-alone sentence in the above as "The newspaper quoted the mayor as he said that he ...?"
Besides, what on earth does "as" refer to here? Thanks.
