I don't know the context for this remark, but just looking at these words they seem to me to mean that everything that happens, even to powerful people like Kings, is predetermined, by fate or by ***.
In other words, there is no free will.

He believed that kings are predestined to do things that have been set by *** or something that, in a sense, creates history. Kings actually have no control over the path that history takes. That's history that tells them what to do.
