'The wheels of justice grind slowly, but they grind fine.'

People no longer experience hand grinders for coffee, meat, etc and now the proverb is gradually changing from 'grind' to 'turn' (as in vehicle wheels), with the elision of the second clause (a common development in the evolution of proverbs-- we often quote only the first half: 'finders keepers, you know!')

This is the origin of the phrase. "The gods" was simply changed to "Justice" and in some cases, "grind" is now turned into "turns"..
