"...doesn't require registration to read, free or otherwise!"

One of the world's finest newspapers, the International Herald Tribune is also one of the few online newspapers that doesn't require registration to read, free or otherwise!

What does the word 'otherwise' mean here? My dictionary says 'or otherwise' is used to refer to the opposite of the word which comes before it; however, this does not make any sense to me at all. '...free or not free!' ?

It is saying that it is the only online newspaper that does not need registration, whereas all others require registration which can be free but might require monetary subscription.

I was wondering what does the word 'tribune' mean the 'International Heral Tribune'. I have looked the word up in the dictionary however I can't make anything out of it.

Tribune here comes from • noun 1 (in ancient Rome) an official chosen by the plebeians to protect their interests. 2 a popular leader; a champion of the people. ORIGIN Latin tribunus ‘head of a tribe’, from tribus ‘tribe’.

So it is the International Herald "Leader [of opinion]/Champion"
