I think 'eyed' here means 'spotted'... This would be a newspaper title right ? It sounds like the whole sentence kind of pictures bankruptcy as a bird of prey which has targeted Delta and Northwest (airline companies) as its next victims ?

I believe the common use of the past participle 'eyed' is when describing someone's eyes. Like 'he is a blue-eyed person'. Maybe you've heard about

I think we need more context, it could also mean "watched"

Your interpretation makes better sense (than mine) and I'll go for it. Delta and Northwest would be looked at and considered by other companies that would like to buy them ; while at the same time they are under the threat of bankruptcy which probably means their market value has plunged and makes them an interesting bargain... Something around these lines I guess.
