"CURSE TO" OR "CURSE FOR"??

Hi,

Please help me in this sentence:

1:This organization is such a curse to the city.

2:this organization is a curse for the city.

3:Our city is cursed by this organization/government/group.

4:this organization is becoming a curse for the city or to the city.

please tell me how to say this and are these sentences correct ?

can we use both"curse for"and "curse to"?are they both fine or is there any difference in these two preposition here for using curse???
