What do these sentence mean?

Fourth , let's not content ourselves with grand statements of principle. We must work to make human rights a reality in each country.

We will have time to reach the Millennium Development Goals – worldwide and in most, or even all, individual countries – but only if we break with business as usual. (UNMDG)
