"Characteristic lady"

Would somebody explain to me what people mean when they say “she is such a characteristic lady?”

Are you sure you don't mean "she is such a charismatic lady?" The use of the word characteristic seems very unusual.

Its not that unusual - It means that she has a particular character/personality that is identifiable by her behaviour.

Mmmh. A google search reveals only 85 instances of characteristic lady, of which some are where characteristic is the final word in a sentence and lady is the first of a new one. It seems unusual to me -

I think it was a typo as Siggy said. A characteristic person does not make much sense. Here is the official definition of characteristic:

characteristic adjective

Being a feature that helps to distinguish a person or thing; distinctive: heard my friend's characteristic laugh; the stripes that are characteristic of the zebra.
