'Can' is fine grammatically-- or 'could' or 'might'-- but the question itself is an odd one in English (= western culture), where friendships grow gradually but tacitly from acquaintanceships. The direct question is seldom if ever asked.

Thank you sir, but than if I want to propose some one for frienship how should I approach him or her?

"You want to hang out together some time?"

You don't really say, as an adult to another adult, that you want to "be" friends. As Mr. M says, it just happens.
