Hi all,
Neglect of its people is Afghanistan's biggest tragedy in the making. (BBC NEWS)
Could you please tell me what does 'in the making' mean or implie here? I have already looked up that phrase in a dictionary but I still don't get the meaning of it in this sentence. 'In the process of happening' was the one definition offered by the dictionary that seemed relavent.
