"better" or "best"?

Is "best" exclusively used when comparing more than 3 things or can it also be used with 2?

Between orange juice and apple juice, ____ is the (best/better).

With two things, generally speaking, use "better."

You could infer which is the best among the 4 by knowing if apple or orange juice is "better". However, you don't need to infer anything if you know which one is the best.
