"Be" here is the subjunctive of "to be."
I think a good replacement would be "should be," thus:

(The) Glory should be (given, awarded) to ***.

Hi,

I'd take it, instead, as 'May glory be to ***'. It's a wish, in effect.

{ 'May' as in 'Long may you live' }
