Hi, everyone!

And again I encounter some questions.

Although COPD is at the moment incurable, large strides
are being made in its treatment, and in our understanding
of it. Learn More, Breathe Better is meant to help make
those strides even larger
.


Learn More, Breathe Better is the name of a program

My questions:

Does the latter part of the sentence mean as follows?

The program, is meant to help to make those strides even larger.

or

People means to use the program to help to make those strides even larger.

meant is in its passive voice, and to is optional, right?
