"based on" or "on the basis of"?

In a context which requires a prepositional use, is it possible to use "based on"?

For instance:

1. Based on the information collected so far, I am able to foresee the end of the story.

2. We must make the decisions based on what we see, not on what we hear.

And if it is possible, then what is the difference in meaning between "based on" and "on the basis of"?
