quotation/speech marks

You should say "Thank you" to the waiter before you leave.

You should say 'thank you' to the waiter before you leave.

Do you use quotation marks or speech marks in a sentence like this? I feel that I should use speech marks because it's something I'm telling you to say and you will say it, be it right now or in a week's time. And because I have used speech marks I have used a capital T. Is that correct? Thank you.

I would not use quotation marks in expressions. The Ngrams below show that I am far from alone.
