Quotations Around a Single Word

Hey everyone,

I have a quick question about quotations around a single word. If someone puts quotations around a single word but does NOT use the exact word the other person said, is it incorrect or is it just paraphrasing?

Take the words 'grapple' and 'fight'

For example: I said I wanted to grapple.

Another person: he proclaimed he wanted to "fight"
