quotation punctuation

someone said "___" and the other said "___".
should there be a period at the end of the first blank ?
being followed by "and" really confuses me.

There’s no reason to write the second clause as a new sentence. You can use a comma, though.

I meant, should I add the full stop inside the first quote at the end of the first person's speech? and continue the same and one sentence
if not, this comma you mentioned will be outside the quote before "and" ,right?
Can I use both, a full stop inside the quote and a comma after it???
