Quotation marks

Is it needed to use the quotations marks only in the upper position, like "something" ? Is it any rule ? Or is it possible to use them at begin of quotation also in the lower position ? „something" ? In the language which I use, in the official form, there it is even needed.... So I would like to ask, if it is allowed in English to use „ at begin of quotations, or not.... thank you for any answer...

Hello MeTo, welcome to English Forums! Unfortunately, we can only use 'upper' quotation marks in English. The 'lower' quotation marks aren't used, except sometimes in quotations from German texts, etc.
