Quotation for emphasis?

A researcher has claimed that refereeing mistakes last season cost Blackpool and Birmingham their place in the Premier League, while Arsenal 'should' have finished as runners-up.

I brought the sentence from Yahoo UK Sport. I found a quotation mark there.

Does a quotation mark have a function that emphasises something? (in the sentence above, I think the writer intends to emphasise those teams that should have placed higher place?
