"as they used to be" OR "they used to be"

His earnings were only half the amount___.
A:as they used to B:they used to C:they used to be D:they were used to

I chose the C. I think the overall sentence is that His earnings were only half the amount which/that they used to be. In the answer C the "which/that" is hided. I am not sure if A change into "as they used to be" , is it right?^_^
