"...APEC to (further) facilitate economic growth..."

Hi all,

In 1989, Australia established APEC to facilitate economic growth and prosperity, cooperation, trade and investment in the Asia-Pacific region.

In 1989, Australia established APEC to further facilitate economic growth and prosperity, cooperation, trade and investment in the Asia-Pacific region.

Could you please tell me what is the possible difference between these two sentences? What does 'further' imply in the second version?

Thank you.

Best wishes,
