ok, sorry, I mean sth like worrying, alarming...and should be dealt with as soon as possible

so in that sense can we say 'it's an alarm issue' or 'alarming issue'?

I've not heard an alarming issue (being alarmed suggests an element of immediate intense emotional reaction and I can't connect that with 'issue').

You could use alarming situation though.
