The chances that tropical storms will develop in a given areas increase whenever the temperture of a large body of water in that area exceeds 26 degree Celsius to a depth of about 60 meters.

Questions,

What does it mean " develop " ?

What does it mean " large body " ? I have never seen noun phrase " a large body " before.

What does it mean " 26 degree Celsius to a depth of about 60 meters" ?

Is " to " in the noun clause comparing " 26 degree Celsius/a depth of about 60 meters" ? Is that noun clause giving indication a comparsion ?
