It refers to telling the truth. eg

A: Is that true, or are you just joking with me?

B: It's really true.

A: Cross your heart.

B: OK, I cross my heart.

A: Now, I believe you.

Ah, that's an entirely different thing.

You can cross your fingers for luck, but you can also cross your fingers so that when you say something that isn't true, it doesn't count as a lie. (This is obviously something that children, not adults, do.)
