Does it mean:  #1 I totally disagree with you or
 #2 I somewhat agree with you.

By dictionary definitions, it means #2. However, some people use it to politely say #1. You will have to take other factors into account as well (the personality of the speaker, body language, what they say next, etc.) in order to be certain.
