Dictionary says 'not bad'='quite good'

But what is quite good?

In theory, 'quite good' is less than 'very good'. But in practice, it depends on the context, tone of voice, etc.

In informal BrE, 'not bad' can mean 'very good'.

However, so much depends on the tone and intonation, as Clive said, that it is not possible to say precisely what meaning is intended when you simply see the words in print.
