Quiry on the usage of "so-called"

Hi, everyone, I have checked the word"so-called" in my dictionary and it says:

1— used to indicate the name that is commonly or usually used for something ? an epidemic of the so-called mad cow disease? so-called Generation Xers


2— used to indicate a name or description that you think is not really right or suitable ? I was lied to by a so-called friend. [=by someone who claims to be my friend but who is not really my friend]? The restaurant's so-called specials can be ordered any day of the week.

and I recently read a passage on the newspaper(extracted):
The warning was made as property prices continused to hit records at the weekend after the US launch of the so-called QE3 despite the Hong Kong Monetart Authority's measures to cool the market by making it more difficult to secure a second mirtgage.

My question is , the "so-called" in the passenge is refered to the definition type 1 or 2 in the dictionary?

Actually it's sort of a combination of both definitions. QE3 is the term commonly used for the new US economic stimulus package, but this measure may be a menace to other economies, so it's description as an economic stimulus may not be entirely appropriate. Another example of this type of usage: He hired a new secretary, a very attractive woman in her early twenties.
