Spanish people usually speak ____ than English people. (A) quicklier (B) more quicklier (C) more quickly (D) more quicker

The answer is choice C. Is choice A also acceptable?

They might, but it also seems to me that a person who is careful enough to use the -ly ending would usually be careful enough to use the form 'more quickly'. In casual conversation, I think the most likely grammatically "incorrect" usage would be 'quicker'.
