Quick question! "is vs. are"

Hi, just want to know what is the correct usage here:

Petrol and oil consumption ARE expected to elevate.

Petrol and oil consumption IS expected to elevate.

Which of the above two is correct? The first or second? Thank you!

This one, because the reader sees "petrol (consumption) and oil consumption". Petrol will not elevate. Of course, if you have previously lumped the two together, you might have to reconsider.
