Quick question

hi,

I have a quick question. I am translating an article about "landscape, urban expansion etc."
I came against up this sentence:

As shown in Figure 4.2. Growth accommodation in communities, Dakota County, seven different types of growth accommodation exist in Dakota County.

my question: Growth accommodation=?? What would anything else be instead of this phrase?
