quick question

"And so it necessarily follows that we can never be sure of what the government has in store in terms of technical advancement and prowess."

Will the comma be placed after "And so" or after "And so it necessarily follows" or not at all. Please help.

I do not think there is any comma required. "that we can..." is a noun clause which functions as direct object so it is ok without comma in front of THAT. The comma is required especially in appositives.
