QUESTIONS WITH IF AT THE BEGINNING?

Hi everyone, just a few minutes ago I came across this conversation snippet in a listening test:

Student: We know there is a backyard in the house.

Advisor: Yes.

Student: If we can park our car there?

Advisor: No. We do not allow parking in our yard.

Is a question with If like in this example common? And is it a short way to say "I wonder if we can park our car there?".
