Is this sentence correct:

1) The plot generates questions regarding honor and under what circumstances murder becomes legal.

If we take out 'honor and ' we'll have :

2) The plot generates questions regarding under what circumstances murder becomes legal.

I don't think that works.

I think instead of '1' we should have

3) The plot generates questions regarding honor and the circumstances under which murder becomes legal.
